Edit -- and I was simply using the Philpott fund as an example of how emotional response is often greater for distressed animals than humans. I remember a famous case in Los Angeles where a woman out walking her dog was killed (along with her dog) by a hit and run driver. The two funds ran in parallel and the dog's raised many times more.

And I make no judgements as someone who grew up with dogs and as a dog lover (but not owner) myself. Humans have been murdered, dogs have been murdered. Monies have been asked for. IMO it is probably due to people viewing that the dogs were unable to look after themselves where as you would expect a human to be able to escape a fire. Personally I would love to have a dog but work commitments and time away from home would mean the poor thing would be left on its own a lot of the time. Maybe when I win the lottery to allow me to retire.
