After the old BOTI account changed it's name to Banksy.co.uk, this one popped up and it is one of two IG accounts followed by the fake Banksy IG page. The other is a dog. I could be wrong though.

Instagram accounts, especially with over a million subscribers, are worth a bit of money. He/she could easily sell that and they new owner changes the name. Great way for a random company to market instantly to over a million people overnight. There are Facebook pages that do this all the time.
