I am sure that if some unknown graffiti boddo had painted a big stencil on the same house wall.
That the council would have ordered the owner to remove it. Or would not even have mad ethe owner fix the rendering.
Because it's by Banksy they are not impartial.
Thats not having a dig at Banksy it's a criticism of the council and their fairness.
I still say that Banksy should pay the owner the money to repair the rendering as he instigated this chain of events.

If an unknown person or anyone apart from Banksy had done the spy piece or something similar. There is no way that the council would be interested in protecting the mural. Strange but true, hence you have a duty to do as they tell you. Only a mug buys a listed building thinking otherwise, it seems there are plenty of them.
Councils do not generally (generally being a key word) enforce the law as they see fit with regard to property and planning, the appeals process is in place to ensure this.

No such thing as corrupt councils then in the UK and dodgy planning permission or enforcement.
I'm not suggesting it's the case here.
Apparently the council ordered the rendering to be repaired before Banksy illegally painted the mural.
Now they want the rendering repaired without damaging the mural.
Luckily Mr Possee has Barton advising him
There again it could just be jealousy on the part of the council if Mr Possee does sell the thing.
Although it seems that Banksy's on walls are not very saleable these days.
