Looking at the Eiffel Tower, it's in the background where he's looking if you look carefully. From his attire I'd say he's taking a little time out from an important business trip.
I'd imagine he's trying to sell some software or office furniture, something like that, or maybe umbrellas.

For me tbh he gets a lot of unfair criticism, yeah move along if you don't like but you have to admire he's out there getting on with it. Each to their own

Can't help but think a lot of other artists don't change too much of their work either. Thing is it's okay if it's popular, but think it's just a bit boring now.
Having said that, I don't think it's a awful image. I could imagine it looking nice framed up.
