My framer used a strip of automotive black lights to line the inside of the frame so the light in self contained around the image.
Would someone please tell me how to add an image. I do not see an " add an image button"

There is a thread somewhere on how to do this. Let me try and dig out. Essentially most of us have a Photobucket account that generates share links to copy and paste into the message composition box.
Also, Cool - forum member in Chicago did a black light frame recently at CMM Framing in Chicago.

Black Light Posters, by ed on Mar 23, 2016 20:05:05 GMT 1, I'm working on getting my faile poster framed like that one in Chicago. Currently the frame, inc decent glass, is heading above ยฃ400 with the lights powered by battery and activated by a touch sensor.
If I actually get it done I'll post details. Being worked on by a framers in Bristol

To answer the other question, it is battery powered. I just matched a battery back with the voltage of the LEDs, and then stuck it on the back of the frame. It is controlled by a small toggle switch on the bottom of the frame.
