So I asked why there was no COA from Pest Control and he said he bought it in 2008, pest control didn't exist by that time and that he's 100% sure that it is real.

The dealer sounds like a nob and has ripped you off. Simple as that.

Art dealers can be opportunists and today anyone can be an art dealer.
Picture on Walls was incorporated in June 2004 and Pest Control in January 2008
If you were told that the art is a genuine Banksy then the dealer has to provide the provenance and proof. If the dealer says they bought this art they should be able to prove who they bought this art from and when.
A lot of people have had bad experiences with dealers when buying high end expensive art and i'm not talking about street art. usually when someone threatens to expose a dealer or make a complaint the dealer refunds the money in order to prevent other people demanding their money back too should the local press or such look into it.

Everyone is telling him it's a Fake! It's a Fake! but no one is saying why it's a fake. The information will not only help the OP but those who may fall into this trap in the future. I should be mad and everything like that but most of all I'm disappointed. In him and myself of course cause I should have known better. I'm from Belgium and as you know there was an attack 1,5 week ago. I wanted to buy it and go to an auction as well to donate the profit for the better cause, for the victims. (may sound fishy but I would prove it of course!) The fact that it was for a affordable price made me do it. I can't afford to keep one for myself. So call me naive or whatever but I had only good intentions with it. The fact that it was the flower thrower (or a version of it) meant so much to me cause the whole idea behind this artwork matches my idea. There's no work better to explain the madness that's in Belgium now. I think Banksy would agree on that!
Anyway, I've learned my lesson and I hope I'll get my money back. Pretty sure actually cause it's the policy from he auction but I'm dissapointed that I can't do anything now for them but it it what it is. Maybe sell some waffles now  So again, thank you all for your help, much appreciated. And if I can afford a work from Mr. Banksy I'll definitely come here for advice and maybe a seller.
