In some lights the fading is hard to see but I want to be up front and say it is there. Could easily be framed out in any case - it's about 2mm wide at worst - see below. And yes below market value based on a mint equivalent....

well dont think its too bad, ive seen a lot worse.
Ive also had a very bad experience with a framer and unfortunately ended up with minor damage on two banksys, and im sure there are many many more out there.
one thing is for certain...never use any solid colour mounts against any prints, eventually regardless of what grade it is...it will transfer the colour to the paper.

Isn't this more likely to be sun bleaching from where the mount covered the print, rather than colour bleeding out of the mount?

Remember these are early prints, based on a relatively small edition for banksy. Dating back to 2004 - a lot of these older placard rats simply can't be mint - they only cost ยฃ74.99 from source, and as noted above, Art Republics famous framing prowess was unleashed on many of them, never mind a lot of 'do it yourself' efforts with non- archival materials. That being said it's a classic banksy image and tough to source - definitely not too many available about....
