Judging by the crop marks etc it looks like that was the artists intention for how the piece should look.
What you have at the moment is an unfinished printers sheet.
(And I've never stuck pins through a Banksy... I just paste them straight to the wall)

If the OPs primary concern is monetary value/investment, then he absolutely should not touch it. That is certainly the sensible approach and I understand why you and others take that view.
However, if the OPs primary concern is purely aesthetic personal enjoyment of the art, then I suspect he thinks it would look better cut out, and I would agree with him.
I don't agree with people who are saying it looks great as it is - particularly as his version does not have the doodles etc and is not signed. To me it looks like what it is, an visually unbalanced, unfinished printers proof. Cutting it out would make it look like a finished piece.
The only similar situation I've had was the Matt Small Exhibition booklet that had the hand finished prints (or more like editioned originals) on the back cover a few years back. To chop out or not....? I decided to chop it out and frame it and have had no regrets about it at all.
Another example might be invasion kits. If you want to sell them later then best keep them in their packet. But... you will enjoy them much more if you open them.
Plus it will cost much less to frame lol

Sounds like its an earlier proof than the one which was signed and stamped. Even if it didn't look right I still wouldn't muck about with it. Infact, what I would try and do is to somehow get in touch with Robert and see if he might sign it for you.

Or just sell it and pick up the standard prints somewhere else. I wouldn't cut it, as I think it's worth more as a unique piece.

That way you'd get the best of both worlds; you'd see two images you liked without having to cut one up.
And it would be a nice surprise for whoever came to take it out of the frame later on

Suggest you cut it in half send half to Rob to sign while putting the other half on your wall. When you get the signed half back you can tape it back together. Any problems drop ABC a message as sure he is able to either tape it or staple the two bits together
