I think they usually are if there are only a few around and are made in the same run as the series. But some artist make a whole series of AP's some years later after the original series, because it was so succesful. Then you have a 2016 #23/50 AP from a original 2011 series of 100 for instance. Then it's considered less desirable.

I would say the opposite unless there is any material difference between the PP and the edition i.e. differnet colour tests, errors, etc.
It seems that there are plenty of artists shoes PP and AP runs are a cheap and cynical way of unofficially increasing the edition size and that alone makes them less attractive.
