Sometimes as we have seen recently (see recent QUEEN VIC AND WINGED COPPER) prints mysteriously go walkies out the back door of the printers and are given to friends. Such i believe is the case with the queen vic. if i was you i certainly wouldn't buy it. it probably is a banksy (although you could never be sure) trouble is in real terms it has no value.

You can pull the sellers contact details through ebay by using the advanced search function and then the link on the left hand side of the page to search for contact details. Be aware that ebay will send your contact details to him as well. If there is a number provided call him.
How did you pay for the print ?
If you paid via paypal with a credit card contact your credit card provider and report it. Report it through paypal and ebay using the safety center link at the bottom of the page.
As a last resort file for a chargeback through your credit card provider.
If you didn't pay by credit card here are a couple of useful links:

International cyber crime report. This sounds over the top but I've used it with a guy in Germany and he soon refunded me.
