Wise move using a credit card. This will offer you greater protection and faster assistance than PayPal will.
The "PayPal only" line is often used by fraudsters. Any seller who doesn't accept cheques also sounds suspect since this form of payment is free for the seller (unlike PayPal).

Then dropped to $3000 and went unsold. Now it's re-listed with no reserve. What's a fair price? No provenance and first time seller. She says it was a gift and needs to pay off student loans. Advice appreciated. I'd like to get it, but don't want to over pay.

A damaged print was bid to $1500 couple months ago but normally I'd guess anywhere from $2000-4000 is possible depending on condition, provenance, framing ...and how many rabid bidders and shillers might get involved. And who are these people that were 'gifted' all these Banksy's anyway? Is that sketchy? Maybe? If not I wish I had friends like that. Oh yeah, and watch out for those canadians eh. They can be trouble
