The main reasons for this is too many pulls of that particular colour are done in turn. I can't remember what the edition number is, but you're generally not going to pull one colour for the entire edition in a single go. Usually you'd set a target for yourself, say 10 or 20 prints, before having to wash the screen, and do something else while it's drying.
If the paint/medium on the screen starts to dry, it will block the holes on the mesh of the screen. Where the holes are blocked the paint can't get through and that's what it looks like. It's common to see it around the edges of a colour area because that's where it'll dry first.
But your framer says the paint is flaking, I find this both unusual and unlikely, but I guess stranger things have happened. If this is the case then you should be able to see the flakes somewhere. If you could see these loose it would be diagnostic. Is it possible your framer saw the speckled aspect and made the assumption it was flaking off?

When I saw the pic I thought I instantly recognised the issue, but then I realised his framer claims it's paint flaking off! So I'm slightly puzzled by this.

It's screen printing, and is a craft of making artwork in its own right. Most people involved are aware that rarely are two screen prints exactly alike which is part of their charm. But the leeway has its limits, at some point when something is too far out then it's too far out. Although that's just my personal take and not a rule. For me the off set nature of some of these wouldn't bother me, but I have to be honest I'm not too keen on how the black is speckled so much, although it might look worse than it is close up like this in the photo.

This is unlike Laz as their prints are normally screened pretty well. If it was me, I'd definitely ask for an exchange.

It's just the semantics, I don't mean to pick at straws.
This is particularly susceptible to happen in the summer when it is hot. It can be a hazard because if the paint drys on the screen, you might not be able to wash it off with water, causing this effect each time you print with that particular screen. Meaning the screen needs to be stripped and redone which is a big hassle. Oh the joys of printmaking.
Screen printing is very influenced by the temperature and humidity of the room it is being done in. I often turn heaters off to avoid this happening.
