Here's where I think the worst parts are:

There are a few stencil artists on here that might be able/willing to tell you what those various smudges and marks are likely caused by. But, honestly, this isn't the kind of painting that can be analysed by Fiona Bruce and Bendor Grosvenor. You're unlikely to be able to analyse the brushstrokes or check the provenance on a painted road clamp.
I understand you wanting to assign authenticity to it though. I would too. I would make it my life's work.
But your absolute best bet is to purchase some genuine Banksy originals, then get a fingerprint specialist to work them over, lifting any matching dabs they can find. Then set them to work on your clamp.
Or hairs.
But you'll still have the not-very-minor problem of the artist saying he/she didn't make it.

The paint creeping under a stencil and marking the surface happens a lot when one is in a hurry and spraying a number of things.
If PC say it's fake, then it's fake. Unlike some so called art authentication people and boards who do have a financial interest in controlling the market for a particular artist, hand in glove with un named auction houses.

Because you seem to know so much about this, you understand that it is somewhat irrelevant whether it is real of fake ?
If you are convinced of your story (and you must given your logic that "Especially If Banksy has done it, they must call it a fake") and if you are happy with what you paid for it, then that is great.
But for the rest of the world, it is as good as fake. Even if it is real, it is no better than if it were fake...
So maybe now, enjoy your wheel clamp, and maybe make friends with someone who saw Banksy paint it, it'll add to the legend

It's increasingly clear that if they told you "we can't authenticate it", you'd have taken that to mean "it could be real".
But they were straight with you, to avoid misinterpretation.

Were/ are you looking for some sort of approval from forum members over the main authority on genuine pieces? The main objective from the advice on here telling you they believe it to be a faked piece is so you can go get yourself a refund. No matter what anyone says on here you have convinced yourself for it to be the real deal. I could've knocked you one of those up in a couple of hours. I am however impressed you have some Haring pieces.

It's the year 2000. Some clamper is wandering around Hackney, checking his traps to see if his family can eat that night. He comes across a white transit van. It's parked slightly where it shouldn't be, so.... being a bastard, he clamps it.
The white van man wakes up in the morning. After downing some tea and consuming a full English, he has a S.S.S. and then goes to his van, ready to start a day of annoying motorists, being casually sexist and stereotyping everyone he meets. Gor blimey, guvnor, what's this? His van has been clamped.
Enraged and with the veins popping on his forehead, he walks up and down for a bit. Swears some. Paces again. Swears some more.
After wasting 20 minutes of crying and futilely attempting to chew threw the chain on the clamp, he decides to call the clamping company and give them a piece of his mind.
10 seconds later, after much abuse back and forth, he agrees to pay the clampers fee.
The clamper decides that while he didn't like having the legitimacy of his birth called into question, he would still however be willing to remove the clamp in exchange for cash that morning.
About half an hour later, the clamper arrives and approaches the trapped van.
F*ck me sideways, what's this? As he approaches the van, he notices some 30 year old, hoodie-wearing teenager crouched by the clamp. Spray can in one hand, and a stencil in the other.
The little artistic shorthouse is caught red-handed, vandalising the clamp. And in broad daylight too.
The clamper runs up behind the obviously talented and politically left-leaning ne'er-do-well and grabs him by the collar.
"Get orf me! I ain't dun nuffin! I found it like this! I was just holding this can of paint and the stencil for a guy that ran that way" the vandal said in a thick Bristolian accent.
"I don't care how obvious an art genius you are, I am going to kick seven shades of sh*t out of you" said the clamper.
"Please don't, mister. I'm not well." said the vandal.
"I can tell that by the way you talk, son" replied the clamper.
"What's your name, you young scamp? Heavy Weaponary?"
"Banksy, sir"
"I'll tell you what, young Banksy. I can't help but notice how talented an artist you are. I also notice that you've painted an elephant on my clamp. My wife happens to love elephants. And I guess I also like the cut of your jib. So I'm going to let you go on your way. You keep doing what you do best and maybe someday, this clamp will be worth something. So, I'm going to take this clamp home, keep it for a few years, monitor your artistic career, and then perhaps sell it to some guy in Germany at some point. Or maybe even just put it on eBay, which.... while in its infancy now, may one day be a successful platform for selling items of street art"

Anyway, I don't want to labour a point, but even if all that happened, the clamper still wouldn't know or be able to prove that was Banksy that put the elephant on the clamp.

People: I didn't expect anything here; I haven't lost anything. I collect art because I love that it conserves our lifetime for further generations. This clamp is a piece of it.

I made a lot of research on my own and held the clamp for several month before I asked PC.

He sent a convolut of pieces in one including the clamp to PC and of course they replied "we don't authenticate". I still got this mail somewhere.. If you really want to know if PC have changed their policy regarding the wording of their rejected authenticity claims, you could always spray up a couple of cones or a brick, send off a few emails using your friends names, then wait to see what they say.

I'll print it out and paste it beside PCs mail on the back of the onject. I'm still a little sad that many people here don't differentiate between greed and an mindful exchange about the behaviour of an artist and his work. People: I didn't expect anything here; I haven't lost anything. I collect art because I love that it conserves our lifetime for further generations. This clamp is a piece of it. It's not important what you own; it's important what you make out of it. The answer to my question is still not answered .. maybe I find it here someday or it finds me. Thank you for the support. Most contributors here are really great! If you really want to know if PC have changed their policy regarding the wording of their rejected authenticity claims, you could always spray up a couple of cones or a brick, send off a few emails using your friends names, then wait to see what they say.
But for the love of god, don't tell Pest Control that I said this. They'll have my balls cut off.
