The red line is the Thames. I think this is a continuation of the theme of his last print the Tower Bridge one. The rail lines, which surround London, look like barbed wire to me and I would imagine the red signifies blood. I see this as a comment on the way anti-terror legislation is turning London into a police state. As too understood I imagine it being shouted in response to what's going on, more an angry statement than a joke. Or it's all a reference to Jean Charles de Menezes who got shot on the underground.
