if the Banksy is not real, then it wouldn't surprise me if that money is not going to charity at all.....

Why not place a couple of photographs of the COA on eBay ?
This will probably double the result of the auction and therefor raise much more money.
Without a COA a Banksy is worth considerable less, since it is not confirmed to be real.

Nothing untowards about only completing a COA at the same time as releasing the print to the charity.

They had a big clear out a few years ago, they were still holding quite a few old Banksys, although not all were mint condition.
