Because a test print is to determine the quality of the finished print so may not be as good as the finished edition

APs get created to account for damage or loss, or for friends and family etc, or just as a more collectable aspect of the complete edition. But in some cases a printer or artist will make AP's of colour tests and so on, which will not be exactly the same as the prints in the final edition.
