How many street pieces do we applaud that were done without the building owners permission? Where do we draw the imaginary line? And who draws it? If Banksy were to tag a Catholic Church with toxic Mary would you praise him or criticize him? This seems to stretch the idea of "urban art" and "street pieces". Seems to be for the pr and related bs hype story - manufactured celebrity. Calculated from the start.

Bhutanese Government Removes Invader’s Work Fr, by Guy Denning on Mar 10, 2018 14:38:04 GMT 1, Personally I've generally asked permission from wall owners (particularly nowadays as the rozzers are faster than this fifty odd year old fat b@st@rd). The only time I haven't asked permission was in my yoof (but in my opinion Thatcher's government was doing more vandalism than me) and today if the building is representative of some point of the purpose of the work. And in the early 80s it wasn't bs hype. The punks I knew that were bombing various sites didn't sign their work and we didn't have social media to punt it around an audience. We only had unsocial media (BBC, Daily Hell, Torygraph etc...) and we were our own audience. And we certainly couldn't be arsed to photograph it. I have pasted up a refugee piece on a disused church in France - but only because the church authorities evicted some refugees that were sheltering there (despite the fact that the church was no longer in use).
