2. Signature: When viewed in its entirety, it looks to me like a forgery attempt.
3. Blindstamp: I'm quite certain it's counterfeit.
As already referred to in this thread, Pest Control's decision is the only one that matters.
But I strongly suspect the print has no COA. And if this suspicion is correct, the reason for the lack of COA is probably very simple.

Not seen a 15yr POW blind stamp sit quite as proud as that.
I nearly got scammed in my very early Banksy days. Help from this very forum (and walk Andy) helped me avoid spending £3250 on a moody signed love rat. Was probably only £500 cheaper than ‘market value’ at the time but if it looks to good to be true...!
Generally, buyers, If you really want a piece, pay the right money from the right place/person and don’t have sleepless nights worrying about it. Your mental well-being is worth more.

No offence to any of our Russian friends, but I was scammed myself by someone from Russia on eBay some time ago so I'm now very careful. Shame some people will actually pay that kind of money to proudly hang a fake Banksy in their home.
