There were a lot of applicants and many different details to go through - hence the delay. Things are moving, albeit slowly.
I highly doubt we'll hear anything back from them this week. Anyone hoping for a H5 in their hands before 2019 should just forget it.

My complaint has always been the principle of the matter, not the actual time and certainly not with the Serpentine nor with the Tate as I anticipate that'll overrun considerably ......

No deadline whatsoever just simple business ethics. I'm sure you'd rather have your H5 on time as promised rather than later? But should it be later shouldn't there be professional courtesy for some kind of letter/email to the clients in advance to notify them of such delay ? Notifying us of a delay after the due date is akin to closing the stable door once the horse has bolted.
