Digital cameras have made this type of photography very accessible with the ability to instantly review and check results, also if you're disorganised like me the camera records all your settings so you have an idea of where to start from next time.

One way of getting long exposure times without over exposing is to use a low setting (ASA for our American cousins) this does help to reduce digital "noise" giving a clean image. However using long exposures on digital sensors can cause them to overheat which then gives a grainy look to the image so you may well be right on the potatoshop front.
There's a street artist who uses this technique but I can't remember their name, they're in "Art Of Rebellion 2" but I'm not at home so can't look it up I'll try to remember this thread and post a link in a couple of days.
