I have someone that wants to sell his Girl with Ballloon. He hasn't got a certificate with it because he says when he ordered in 2005, there was no certificate with it. Is that correct?

If I were fraudulently-inclined, you are precisely the type of mark I would actively seek out:
(i) a novice collector with a large budget;
(ii) overly keen to find themselves a bargain (to make up for the fact they missed the boat years ago); and
(iii) oblivious to just how little they actually know.
To trigger your predator-greed instinct, I'd present myself as a naive or slightly dim individual who was largely unaware of the art market and price levels.
The fact I owned what appeared to be genuine, desirable pieces would only come up at a late stage of an exchange with you, almost by accident. Quite likely, I would initially feign indifference — pretending the artworks were stored in an attic or closet, and that I'd never really thought about selling them before.

My fakes would be very convincing, accompanied by promising-looking paperwork. If they were limited-edition Banksy prints, the edition numbers would mirror those of authentic prints whose full provenance I was already aware of. Such provenance information would have previously been gathered from the owners of those authentic prints — owners who were all-too-willing to reveal the details to me when I pretended to be their friend or a serious buyer.
Unsurprisingly, I'd have plenty of excuses for not having applied for a Pest Control Office certificate of authenticity. I might even claim to be unaware of Pest Control's existence.
Of course, I would also use subtle psychological techniques to elicit a sense of urgency — a desire in you to quickly pin down a deal (before I do any research about current prices and your opportunity is forever lost). It would be a case of playing again to your predator-greed instinct.
