Firstly, there is now a dedicated thread to questionable items on Ebay, the idea of which I disagree with, as it makes it less likely that potential bidders will be notified of fake items.
Secondly, the seller's feedback consists mostly of low-value street art, suggesting that they are at least somewhat knowledgeable, and should be expected to know the importance of a COA.
Thirdly, the seller intentionally tries to get around selling a fake, thinking their disclaimer will exonerate them: "I think this was from the Bethlehem ghetto shop in 2007 but no COA, so selling due to ebay rules as in the style of Banksy so purchase with this in mind."

Didn't think I'd get a reply but did ... he asked whether I'd prefer to pay £45k for that same tower (which is a one-off) at Artificial gallery instead (to which the answer is, I'd prefer not but would if it came with a PC COA), and saying that he'll now sell it through an auction house ... So there's his plan B. All quite amusing if it weren't so sad ....
