I can't tell if you're joking about the Brexit thing or not, but these are the rates:
ANYWHERE outside Europe:
20% Import Duty on most things
5% on Art or hand made prints.
0% on Books (I think)
So depends how HMRC classify it! But you can make a claim if you think you're charged wrong.
After Brexit we could be paying those rates on things from Europe too!

If you look at the last 10 years of KAWS print releases, he hasn't done a single one like this where it's a signed book and limited sketch release. I know there were 750 of them, but they were priced to go into long term collectors hands, so I don't imagine we will see the market being flooded with them like we do with the vinyl.
I passed on it, but only because I already have 2 of those NGV books signed by him (one for my partner, and the other for me with a slightly different original sketch to all the others he did), and I've exceeded my artwork budget for the year (I purchased a 4ft Mickey vinyl from Matt Gondek a couple of weeks ago.. that blew my budget too.. lol).
Just my opinion.

You get what you pay for.
