New import tariffs resulting from a 15-year trade dispute between the United States and the European Union could impact certain types of photographs and prints. The tariffs, scheduled to go into effect on October 18th, will put an extra "25 percent tax" on U.K. or German lithographs on paper or paperboard and pictures, designs, and photographs that were printed within the last 20 years. The duties also extend to printed books, brochures, leaflets, and single sheet printed matter from those countries. Import costs associated with the taxes could be passed on to buyers.

Yes i think this will be changed very quickly. Might last a few months but coming in at the worst time of the year for auction houses. From now until December is one of their busiest times of the year

That’s probably why the article’s title says “some prints,” seems that serigraphs are not included in this tariff

New U.S tax on prints photos e.t.c October 18th, by touchdowntodd on Oct 21, 2019 2:19:20 GMT 1, Form a better relationship with your galleries so you can avoid anything regardless.. as the law sits now it's 10% on anything worth over 2.5k I believe Every gallery I've talked to has had no issue putting value at a few hundred, even on 4-5k pieces.. even print houses I've yet to get any import tax on anything All good until something is damaged in transit, and there's a question mark about insured value vs declared value. If you can afford to buy artwork for more than 2.5k, you can afford to pay the 10% tax. Rather than trying to avoid it, perhaps consider paying it. Do you under-declare your earnings in order to avoid paying other taxes that are due? (Not particularly aimed at you, and just playing devil's advocate really. I have no strong feelings about whether you pay your tax or not - I always feel good about paying mine, but we're all different).

But I have collector insurance that covers shipping .... Shipping declaration doesn't matter when invoice and market value are used as coverage. every piece I get includes a full price invoice digital and paper shipped to me

You pay at the Customs office, but it's not considered as "customs duties". With a trade war, the worst outcome would be to have to add another 25% customs duties beside the import VAT.
The import VAT is the reason I rarely buy prints from the States, it's enough to have to pay 7% after a queue of two hours for originals.

However, it does say printed matter in single sheets which would suggest any type of poster or print, which is why I don't quite understand why they would single out lithographs.
If they want to hit the EEC with 7.5 billion in revenge tariffs, why not do it on things which could actually makeup the difference. I highly doubt that the Germans and British are printing that many books or selling that much art that an actual dent would be made.
