This feels weird; it feels wrong to cut up a piece. But I guess it makes sense if they're receiving lots of replacement requests and this helps reduce the amount of physical space taken up by the returned prints.
Has anyone gone through the whole process yet?

Grain of the paper maybe? You shouldn't roll against the grain, or you get paper "cracking"... This might be the reason.
