I'm from the Detroit area and love the city, but I don't see this as a negative commentary on Detroit. I think they're just reusing an image (which they often do). My only complaint is that I wish they had kept "Detroit" on her shirt!

Itโs a good question. It might. I just canโt come to terms with another pro Detroit narrative going into a pothole unless itโs a cautionary tale of the pitfalls of the type of Detroiter going in the pothole.
