Considering that Richter is actually a blue chip artist and this work has sold at Sothesby's (http://www.sothebys.com/en/auctions/ecatalogue/lot.136.html/2014/prints-and-multiples-l15161), this is a fair price. I think you might have better luck outside of this thread.
Stick with the Β£3250 and move out of these message boards. It looks so good everywhere, so very difficult to decide where to hang it. However, as true for most Richter paintings it needs some distance and space to generate its true power, although it is relatively small.
