In this case, an artist may use this technique to increase illusory demand...making the potential buyers think that the artist is really this hot to require a lottery.

Guess they aren’t really on my radar since I’m not so aware of them. But then if they require various personal details, tagging, etc and seem sketchy then that may be why i’ve overlooked them |
