Import Tax Help, by Deleted on Feb 28, 2022 22:33:37 GMT 1, Ordered Steven Harrington`s latest print. It was $3,200 including P&P. I got charged ยฃ156 from UPS as import duty which I expected. On arrival of the package, I have noticed that the label on the package says "Value of goods : $800" ... Does this mean I was overcharged and I can claim a refund? If so it will be a lot of money for me and I really want to claim it.
Looks like they under declared the value. the 20% duty You should have paid on $3200 VS the $800 they declared the value of
So really You owe around ยฃ450? I may have this wrong?
Is it 20% on art, i think it depends on originals and prints?

And then I tried using the descriptor "Collectible" and it came back as : Importing a product classified with HS Code 3301.90.1000 to GB from US with a value of 800 USD results in the following: ยฃ136
SURELY the Import duty isn`t supposed to be THAT high?!

May I ask if anyone has had experience dealing with UPS with these matters?

It's ยฃ156 because he has been charged 20% VAT on the declared value of $800 + cost of shipping.
If the correct description of contents/tariff code had been applied to the shipment, then only 5% VAT would have been charged and the bill would have been around ยฃ48.
If Harrington had declared the true purchase price, without the correct details for customs, as is the case here, you would have been looking at a ยฃ500 bill and a fair amount of leg work to claim back the difference.
Funnily enough, the bill you have received, even though technically an error, actually works out pretty much the same as if he had declared $3,200 and customs charged 5% vat.
If you were looking to claim a VAT refund of roughly ยฃ110, you would have to falsify your original purchase receipt and prove the work of art.

There is no 15% to claim back? They are creating a 5% rate on the whole purchase price. UPS are pretty good at getting it right!

Iโve successfully recouped the additional 15% several times from different shipping companies (the process and effort required seems to vary between companies). You could always ask them to return the replacement product by DDP (Delivery Duty Paid) which means they (the company sending the replacement product) cover all costs for the replacement to be delivered to you, including all taxes, import fees etc. Whether they do this or not, is another question

When a parcel enters the UK you will have to pay import charges, regardless of if it is a replacement item or not. Afaik, you can't fill out a form for a refund from HMRC.
The only other option is if the sender agrees to pay your import charges on the replacement item. But I very much doubt any company would do that.
