If it is true that it was given to the band as a compensation for using their name it does feel a little bit of a mean move to then not certify it for re-sale when the band wants to cash in. This also makes me slightly doubt the story and may be even authenticity? The gaps in the story and the lack of CoA are probably also are the reason this is not a Sotheby's/Christie's
PS: ...and just saw that this is already bid up to 450k$ + fees. In today's market you could get a decent sized original with a decent image on wood or card at this price with proper CoA. Definitely a better investment for long-term than getting a huge piece that relies on having a band certify it's story

I'd think they were offered it and turned it down, there must be a reason it won't get a COA. It's going to be difficult for the buyer to ever sell it on, they will likely have to sell it back through Juliens. This certainly limits the buying pool and price. This is a good opportunity for a potential buyer to contact PC regarding purchase of the piece, their response would be interesting.
