I sold a print for ยฃ250k without a COA, in fact 90% of the work I've bought and sold didn't have a COA. The only artist that's managed to convince the market they're necessary is Banksy, and I suspect that won't continue much longer. Given you can buy/sell a ยฃ3m Condo original without a COA pretty sure these will be fine. There's no one buying million pound Condos on this forum. In years to come whose to say value won't be effected if you don't possess the COA and if you buy secondary whose to say you'll ever receive it.

That said, some people like having them so they add some value in some cases so where possible I try to get them.
They are silly and irrelevant, yet stuff sells at a higher value with them.
I also believe there is little chance that Pest Control always knows 100% whether or not a print is real. So many prints were sold with no records years ago, a good printer can definitely replicate and I highly doubt they really know but if it has a COA that's that and good enough.

It's no different than buying a piece with a corner ding that frames out - you just factor it in to how much you want it and price. No doubt a piece with a COA generally gets a bit more than the same piece without cause some people care. Some dont care.
