Check with POW that the owners name is registered as owning the print.

As well as the location issue Cragf points out, I notice that none of his feedback is relating to prints/art, yet the majority of what he tries to sell are "Banksy by BO8/Bailey" copies.
Finally, (and this really is the icing on the cake) check his other items - "Sign, banner, print business vinyl cutter" for sale. This guy is clearly a scammer, so avoid like the proverbial and file complaints....
