Not trying to be mean, but if you're going to get this upset any time you get refunded for a print you want, you're going to have to:
a) get a whole lot quicker at the purchasing process
or
b) stop buying prints altogether.
This is just part of the game. At least Faile were nice enough to explain that it would in fact be happening.

Theoretically if you get a refund from paypal all fees are reimbursed.
BUT if there is a currency conversion I don't think they refund you that fee.
And also if the difference between the $ and the ยฃ swing against you (which it always seems to do) then you might also lose money if your currency goes down inbetween payment and refund.
If that's all clear? Happened to me once when I refunded a GBP payment and lost about $30 in currency fees and weakness in the dollar (although the payment was refunded within 15 minutes - apparently enough time for the dollar to go down huge according to paypal). I was insanely pissed at paypal and one of the many reasons I do not use them unless I have to.
