strange question jimbo as the picture answers your question - yes they're parts with a black outline, but not round the whole image - having looked at this closely you can see the first colour on the canvas was the white followed by the black stencil as the white comes through in parts to good effect to give a 'weathered' appearance in parts

Martin at HMP told me in relation to the grenade lovers piece (so dont know if it applies to police line as well) that Dolk paints his canvas' black first then stencils on in white and greys which is why the side is black.
Good luck with the sale, wish i had one.
