This would also make the winner eligable to file a dispute to eBay pointing out it's fake goods, and getting hold of the seller's address.

I doubt the telephone number is incorrect as im sure many people will pull his details and/or report for false contact details which would prompt an automatic phone call from ebay , hence he would need the number to be correct, as for the address thats a different matter.
