If you don't rate an artist and are vocal about it, does that make you a hater? If so, how about if you are able to articulate in a rational manner the reasons for thinking an artist's work is poor?

I take this to mean that, if someone claims an artist is crap, they cannot be called "a hater" if they are simply expressing a belief which is genuine.
