My guess is whoever did it either had to scarper before it was finished or misjudged the ladder height needed.

It looks unfinished, if it was truly meant to be headless you wouldn't just cut across in a straight line like that.

Defo not Banksy, far too detailed and precisely cut stencil.
More likely to be Dolk or a-n-other
Bear with a sore head or someone has taken a saw to it.

(the picture posted by )Fragile (from) flickr says 'almost finished' suggesting that there was more to go, but perhaps they didn't get time to finish or whatever? It does look Banksyish, Who else would treck there to do that?

Doesn't look like Banksy to me, I'd say Dolk if anyone, looks unfinished too, I agree that you wouldn't leave the head off in a straight line like that.

Quite often when someone does a large stencil it will be done in several smaller parts (easier to cut/transport/put up on the wall). When you have completed spraying one part of the stencil you end up with a straight line like the one in the photo until you spray the next section.

It is a quality stencil so if the bear was meant to be headless I think the artist would have rounded it off a bit or added a neck. Of course there could be some subtle (or not so subtle) meaning that I'm missing and it was meant to be left like this.

Just the head for me, it doesn't look quite right.
