However, I have heard of many that are damaged / restored due to the paper it was printed on.
I have never owned one so can not back up the point above re paper stock but I know of a few damaged one's.

you won't, unless you're told - the treatment does not in any way affect the future condition of the paper in a detrimental way.
ripples, creasing and small mark can all be dealt with, the difficulty is if there is any marks/stains on the printed area - usually this is not the case though as 95% of damage is associated with the poor packaging and/or storage of a print.
if, as Zippy says, there is a problem with the quality of the paper then this edition may be more susceptible to the usual dinks and creasing but so long as care has been taken to ensure the print is packaged well and it has been stored flat then there should be no problem whatsoever.
i'd encourage a personal inspection prior to payment and collection though, just to be sure with this or any other signed Banksy, considering the value of course.....

correct - with the release of CYW the market is crazy at the moment. it's really skewed prices imo. together with the release of banksy movie interest is really high at the moment.
people are seeing the prices for a month old print and over valuing their much older and rarer prints.
back to the question - ยฃ2.3k for a S&S is about right, maybe a bit lower if you're willing to do a cash deal.
