I would suggest taking it back in, along with evidence of its previous state and ask them for a solution, at their expense. I would however reject any offer that involves them working on it as I can see a bottle of tippex coming out.
The other thing I would consider is how the print was attached to the mount, especially if they've been so blasé about how it's been returned to you. Inotherwords, are you confident they've used acid-free tape?

don't panic hang up will have images of the work before they sent it off.

Agree with Aza that in your picture it looks to be a smudge on the inside of the glass and shadows being cast on the print but either way can be fixed. Only difference is if it truly is a mark on the print make sure to go to a reputable restoration house like www.johnjones.co.uk/ to fix it. While superficial dirt and marks on prints may look simple to remove there can be irreversible damage to the print if not done properly. If truly the fault of the framer of course they will push to fix themselves even if not qualified so make sure to take charge of the process and do what YOU deem to be the proper course of action. Thanks mate - Double checked and it's definitely a dirt mark on the print - although faint it looks like the colour of rust so possibly came off some of their equipment maybe a measuring tape while they were measuring it or something?
I've messaged Hang-Up to see if they have a picture of the print before they sold it to me so fingers crossed. If I manage to get one I'll get the ball rolling and I think the consensus is to not let them get involved in the restoration which I agree with.
It annoys me the fact that they never mentioned it to me and tried to get away with it though. I'll def give you a shout if I can get to the stage of restoration!
