It looks to me as if it's a black border mount with a white core underneath another white textured border mount.

I was lucky enough to have mine bought for me by my brother four or five years ago (£30). I opted for a simple frame so not to detract from the content. Needless to say i was chuffed as a nut when i got it back a couple of days ago. I was slightly dissapointed that these pictures don't highlight the texture wooden frame, which i chose to compliment the textured white mount. perhaps i'll take some better pics and post them soon.
Also the framer was a retired copper, so i got irony thrown in for free.

Here's a few of my framed pieces, although I seem to be one of the only people on here who's framed stuff in oak frames. I've gone for a pretty similar approach with most of the prints. Wish I'd maybe been a bit more experimental with the mounts having seen some of the frames in this thread. I may get a few of them reframed at some point, esp the Flags.

Alas Chewbarber is stored away, maybe when I have a shuffle of prints it may come out.

Your wooden frames work better on some than others, the real big hits are the Lucy McLauchlan's followed by Kozyndan.
But I agree with you that Banksy's Flag could look better framed in black and/or silver, at least you've got yours on the wall.
