Most of the time, there's absolutely no substance to the claims. Pretty much anything that a person doesn't understand on ebay (like the bidding habits of others) gets interpreted as shill bidding.
But, it seems to add a little liveliness in between waiting for new Banksy's to become available on POW.

can't say i really know all the ins and outs of shilll bidding as i try and avoid ebay at all costs but i'm sure some of the more experienced ebay users here can enlighten you....
