I'm not a tax man, but I'd say no, they would need to go by the description on the customs form and it is a print (isn't it?) even if some handwork has been done on top, their view of original art is that which is made totally by hand. I read their description of what they mean by original art but I can't find it now.

That's HM customs for you. Still they have to make a living, all those forms and paper to shuffle doesn't come cheap you know

...when I ship items to UK, I usally mark it as a gift of low value and I double tube the print and put the tubes into a box, thus giving the print 3 layers of protection from damage. ...it cost me a bit more on my end shipping the larger package, but it is almost garenteed to arrive safe, and tax free

Exactly the same method here. Mind you, only shipped to the UK four times at this point, but all 4 have gone through without the slightest hang up. Got the idea after receiving A-Trak from OG. Those boxes are perfect.
