bbc.co.uk has become very restrictive about the material that can be accessed using an overseas ISP. Drives me nuts when trying to listen to the footie and being denied access.

I frequently have similar issues. I watch all the footy I want, live online. I recommend you check out myp2p.eu and fsicrew.info. These sites offer step by step guides and links to download the required software (of which I find that having sopcast, TVAnts and TVUPlayer keeps me pretty well covered for over 90% of games I want to watch).
One can also use proxy IP Address to "fool" the BBC or whoever else into thinking you're in the UK, but I haven't got to grips with that yet! Good luck.
