You wont unless you are either exporting it in person (then you would be legible to reclaim under the tourists refund scheme) or if its a commercial export (business to business).
Unfortunately me old china you shall be supporting our Govt in its evil deeds by adding to its coffers unless one of the above applies!

Apparently the business has to be set-up to facilitate VAT free international sales, which they are not. Although if they were technically it could be done.

How do you get a VAT refund from POW for US buyers, by dmandpenfold on Dec 18, 2007 1:20:28 GMT 1, Sorry snakes and pastiepie but both wrong fellas.......read the most recent page on the VAT thread, the business does not need any special tax arrangements, they just need to get their shit together; if they are charging you VAT and exporting the prints direct to you, they are charging you incorrectly....in addition if they do not remit the VAT they have charged you to Revenue and Customs and instead keep it for themselves they are gaining through 'unfair enrichment'. If you are charged VAT and that VAT is not passed to Revenue and Customs the vendor is misleading you at the very best.
Francis, if you are charged VAT incorrectly by the vendor it is up to the vendor to refund you, they can claim it back on their next VAT return from Revenue and Customs.
You should continue to question POW until you get an answer, i suspect they are trying to avoid the question in the hope that you will forget it as being too much hassle. Whether you risk them stiffing you for a print over it is another matter, i would assume once they have responded once they will have set a precedent and will get their house in order; the problem will then go away. There is no reason why they should charge the VAT as they do not profit from it, i suspect it's more of an organisation issue.
