After all that's what draws the reader in, it is deliberately chosen by the books author / publisher to make people judge thereby buy it... If you don't know the author (word of mouth recommendation) then the cover is the only thing that tells you what you want to know...

Hmm - what about Penguin paperbacks? You can judge them by the cover - orange fiction, green crime (I think) blue - biography...
Mills and Boon - generic schmaltz identified by their covers...

Ok, to bring it back to the OP, I think you can't 'judge' a book by it's cover but you can make an educated guess about it's contents and it's target audience. From there you can possibly judge if it's the sort of thing you enjoy- as people have said Mills and Boon novels have very stylised covers, and having read one for a laugh at the behest of a friend I can safely say that I now avoid books with that style of cover. I think ultimately though its the blurb that'll make me decide whether to buy it or not.
