Archival sleeves are normally between £3 and £3.50 in most art shops and so again the price on Ebay seems pretty good.
The sleeves will normally have a sheet of black acid free paper in them so you can store 2 prints back to back. If you want stiff backing you'll need to buy that separately. You can pick up acid free mountboard at any good artshop for relatively little money, which will do the job perfectly. I personally don't bother with backing in my portfolios. Though, ideally look to store the porfolios lying flat.
I see you're based in London. Rather than buying things online, why not check out one of the following art shops:

You may end up paying a couple of quid (and I mean literally a couple of quid) more than online, but at least you can check out the quality of the different portfolios.

Incidentally, if I was going to chose one London art shop, I'd go for Atlantis. I've said it before, but it's an artist's paradise!
Amazing selection of materials, including a huge array of Montana spraypaints if you fancy getting creative yourself.
