I can think of 2 possible conclusions:
1) That's absolute nonsense; and
2) The unique combination of the colors and contours of that image triggers a reaction in the retina, which sends these signals to the lateral geniculate nucleus in the thalamus of the brain. Over there, signal is sent to the nucleus accumbens, which releases dopamine to specific regions of the brain that unleash our most primal urges. As a result, people will suddenly regress to behaving like cavemen, and will immediately go beserk, attacking/robbing/raping fellow passengers on the train. Mayhem breaks out, and this is how that picture will contribute to an atmosphere of social decline.
(Note: Both aren't mutually exclusive)
