totally agree. It just wasn't 100% right for me. Apparently it's been there nearly a week, hiding behind those cardboard boxes (I was reliably informed by the shop keeper).

Our governments have gambled the future of our children and are now doing everything in their taxing power to stay alive and reaching farther than they ever have in our lifetimes. The piece says a lot to me in its simple humor and even if it is someone trying to look like Banksy by putting it near the phone booths etc., they did a wonderful job. Plus those feet resemble horses hooves so it has to be him.
I like it a lot and my guess is it's him. stranger things have happened i guess but would be suprised if this was, it doesn't seem to have the depth, warmth or technical quality that recent banksy street pieces have had

To address other theories...
Was Dolk in the area??? I don't think he's a likely candidate.
Most other's would also claim authorship with a tag next to it. (The overspray and hard blacks look a bit like Hutch, but he would probably include Hutch next to it and this doesn't feel like it comes from his most recent vein of works)
But looking closer, there is a lot of overspray for Bansky and the lines are very hard, when he's been texturing a lot lately - though less on pieces closer to the ground. (its a pain hunching over to get those effects as well low to the ground - note that his lines get more solid closer to the ground) Banksy typically gets sloppier close to the ground - either relying on stencil and not texturing or over spraying.
Plus, one other clue, the hands are bad. Banksy always sucked at hands. (That's a give away its not Mantis or other artists who can paint hands)
I'm going to go on a limb and say its a sloppily composed Banksy - possibly a rush job. 90% sure.
Though Silky's theory is causes some doubt in my mind.
