Not too sure about that... I think I've seen some members with pictures next to their names when they have under 100 posts.
To add an avatar go to 'Profile' > 'Modify profile' > 'Avatar URL', now copy and paste the URL of an image (make sure it has an image file extension like jpeg). Then you're ready to go.
