Anyone know when this could've been put up, I was in that London last weekend spotting Ben Eines and Mighty Mo's and the thought that Banksy could've been out spraying just bends my head.

Can only assume it'd be a Sunday/Monday night job.

Maybe it's a check on the buildings construction, prior to renovation/demolition.
